San Juan County Citizens have Spoken!

San Juan County has embarked on a series of public meetings to see if there is support for Land Use Regulations to guide future growth throughout the County. Here is what you, the residents of San Juan County have to say about the project:

Economic growth is predicated on jobs. How can you project 2030 growth without knowing our industry growth?

Strongly feel SJC Board pan?? "Zoning Ordinance" SJC Board take proactive vs passive role in promoting economic development i.e. ATV industry comparable to what Utah & Co. County are doing.

We need a sewer system for growth development.

I am a single elderly 62 year old as to cleaning my yard I have no income. I have been out of work for 1.5 years. I'd love to help but cannot afford it. I enjoy my bird sanctuary. I enjoy my freedom without new laws. River area available for me to access would be nice, give river area more recreation to get out on a boat and then continue on the trash law going into the county that I am against. I live in NM not New England.

No business licenses.

These people don't really care how many acres are available for development.

Allow residents to use the transfer stations to get rid of trash and litter instead of discouraging the clean-up; which in turn encourages illegal dumping.

  • Insist that laws that exist are followed instead of looking the other way because it is easier!

The road ranging into 3505 and 3509 West Highway 64 in Waterflow needs to be fenced off from a track and trailer company doing repair work. Horn Truck Co. is a nuisance pushing ripples onto the 3505/3509 road. This is a residential area and like to keep it that way.

Thank you for taking your time to visit the county and asking. We would like you to work at:

  • 1. Keeping as much open/agricultural wild areas as possible.
  • 2. Please, please do something about the junk trailers (____) junk cars, old couches, etc, along highway 64 Farmington to Shiprock.
  • Also if someone put out "yard sale" event signs/boxes can we do something to get them to pick it up -or clean it up?!
  • Also maybe we should have no burn days like Albuquerque has when there is a temp inversion. We believe the homeowners burning coal in stoves causes as much pollution as the power plants.
  • We want the Navajo Tribe to build Desert Rock!!

Water availability

I oppose the truck business that is in the north side of our resident in Waterflow. It is a nuisance. They work late at night about 11 or 12 midnight. They make noise and can smell diesel and oil from there. Trucks make a lot of noise. There shouldn't be business site in the residence area. Salvage yard are really a nuisance, too. Especially if its along the highway, like highway 64 salvage yard in Kirtland. They need to be inside the fence. Thanks.

I understand some folks concern about trash, junk, etc. this should (if at all) be addressed with as little government intervention as possible. I keep my place clean, but specifically chose to live out from town to escape rules, regulations, etc!!! Maybe have incentives for folks to clean up a bit. And who will be deciding what clean means?

I attended the meeting in the Kirtland area on the 20th. After the meeting I was thinking about the use of the term "employment area".

  • One of the biggest areas of concern that was brought out was the salvage and scrap yards between Farmington and Kirtland. I believe that the term Employment Area should be split into 3 categories.
  • One being an area that employees FEW people but takes a large area of land, and becomes an eye sore like the ones developing currently in the Hwy 64 corridor. I don't think that these are technically considered industrial. The sprawling businesses that collect junk - produce waste and don’t provide adequate employment opportunity for the area need to be located away from the major traffic, housing, water ways and areas that collect run off.
  • The second employment category would be High Employment businesses that take up relatively small areas of Land. Businesses like shopping center, malls, or big box stores that are well kept and provide services and employment to large numbers of people if the idea is to clean up the area and make it attractive for people to populate, then there needs to be plenty of jobs to fill and the area needs to be cleaned up so that people want to live here and don’t have to commute long distances to work or find services.
  • The third category is the small businesses that provide services to the neighborhoods that they are located around. This would be like small strip malls, Mom and Pop type businesses, or convenience stores. These would have more of a moderate employment. Not too many, but more than a few. Thank you for the opportunity to give input.

There needs to be some control of what goes on land.

  • But mostly just leave us alone.
  • Since the county rezoned my land from rural agriculture to residential. The only change I have seen is more taxes.

Land use management should be implemented county wise with no exceptions.

Please visit the Farmington MPO website: www.farmingtonmpo.org for information on proposed future roads and the adopted bicycle/pedestrian plan.

  • We are having support for a new road in Crouch Mesa, heading east-west for CR 350 to US 550. It would tie into the Pinon Hills Extension and could serve us a new arterial system for Crouch Mesa. Land Developments should be developed with consideration of these roadways.
  • The long range plan update for the MPO is scheduled for adoption in April 2010. Please contact us if you have any questions/comments on the update.

I am in favor of business as usual. I am not opposed to progress I am in favor of it. All of the things you are trying to do are already in place such as subdivision approval with convents.

  • Food plain ordinance there are so many rules and regulations it is a deterrent to start new businesses, develop property and create progress.
  • I am in favor of less regulation less government.

I live in the O'Hare subdivision. It is an old established area since 1981. I live @ . My neighbor lives @ . He had a small welding business which has increased tremendously in the past 5 years. He took out a building in April or May (and was granted a building permit) for a 20x30 unattached garage. The safety issue with gasoline storage, tanks, fires from welding (we have already had 3), large trucks driving up and down our road. The county has bladed our road a lot this summer. This is a heavy commercial land use. It destroys property values on either side. Will make it more difficult to sell our property for a fair value. I'm sure he dosen't even have a business license. If dies soon, no one should be able to purchase this business so we can once again have a subdivision, with no heavy traffic, and continuous road damages, subdivisions need to be protected from people like.

Very good info from consultants. Glad the county is moving in this direction.

  • Concerns: there is a need for rentals, we well in addition to residences.
  • The county needs to be pro-active in getting the regional animal shelter built and model concern for animals, promote low-cost spay and neuter efforts

I would like to see the county preserve the old railroad right of way between Aztec and Farmington, save the old railroad right of way between Aztec & Farmington, save the old railroad bridge at the Blancett property, use the old railroad right of way to improve Flora Vista's sewage problems and create a trail for cyclists and pedestrians, which also assist the MPO's goals.

For future environmental projects, future health of communities and the impact of tomorrows resources my concern is with the waste water. Too much land is lost due to septic tanks and not to mention contamination of ground water. What are some ideas of a sewer system?

NEEDED: Protection of natural resources and nature areas

  • Regulations for housing type that addresses energy efficiency and responsible building techniques and renewable energy - the oil won't last forever.
  • Noise ordinances and where people can ride annoying 4 wheelers and motorcycles and such
  • Erosion reduction and management
  • Trail systems for biking, hiking, horses and other NON-motorized uses.
  • Industrial waste gathering and mandatory septic storage for processing in a facility (not in ground)
  • Keep industry from random placement in housing areas and protect agricultural farm areas.

My question about flood plain use was not answered. What I would like to know is if my neighbor across the river, who owns approximately 1.2 acres on my side of the river and has no access to it, can subdivide that 1.2 acres, that are included in his total of 12 acres, with or without county permission, as it is certainly in the 100 year flood plain?

  • Also, on all these subdivisions, where are they going to get water as I understand that all our water is being used already?

Will follow-up

Flood plain - if a natural flood disaster destroys existing home in flood plain then replacement must be out of flood plain.

  • Trails: consider R/W of existing irrigation ditches. Access to maintain ditches could be used for hiker, horse, bike use.
  • Jobs cluster along highway - disagreed but would have to talk with neighbors.

Economic development > diversification is key.

Price of natural Gas up?

Increase density may lead to annexation.

  • Will density ever be in county and under county code?

Solution to businesses in residential areas

  • Won't work unless zoned at high price of residential areas to desiccant???.
  • No corridor, get nodes/clusters, all you see are businesses.
  • Arizona?

Please rethink population growth projections considering growth will be limited by growth in the oil and gas industry. For example population growth is dependent upon BLM leases to oil and gas. I would not expect these to grow consistently and will reflect more of an economic environment than consistent growth.

Lived in SJC for 27 years, own property here and would like to stay informed.

Highway corridor - Hwy 64 Farmington to Bloomfield is a visual mess. Let us look at what can be done.

  • Re-oil storage, industrial storage, air pollution
  • Where are the industries?

Residential:

  • What type - Mobile/home/condos??

Employment:

  • What type?
  • Are there going to be regulations?

Flood plain should have building regulations or no building; or no new building residential buildings should have specific regulations.

You have focused on growth - but what kind? Just anything??

At last! I commend you on the job of cleaning up the county! It definitely has needed attention for many years. Late or not; I hope you succeed in your efforts. There are too many people that won't give up their treasures! You have an enormous job of house cleaning or I should say yard (field).
